A softshell is usually the better choice for movement, breathability and everyday comfort; a hardshell is the safer choice when reliable rain, wet snow and wind protection come first. Neither category is automatically better. The right jacket depends on weather exposure, activity level, layering and the promise your brand makes to the customer.
For OEM development, decide the use case before selecting fabric. A high-stretch softshell and a seam-sealed waterproof shell require different patterns, sewing processes, tests and cost assumptions.

Softshell fabric is selected for mobility and comfort. Many constructions combine a smooth woven face with a brushed or fleece back. Some include a membrane, while others rely on a tightly woven face and water-repellent finish. Ask for the exact construction rather than treating “softshell” as one fixed specification.
A softshell may handle short showers, but that does not make every softshell waterproof. Pocket bags, seams, zippers and hood design all influence real-world protection.
A hardshell uses a waterproof layer bonded or coated onto the face fabric. A 2-layer shell normally needs a separate lining; a 2.5-layer shell uses a printed or textured inner protection; a 3-layer shell bonds face, membrane and backer together. Hardshell development also depends on seam tape width, tape temperature, pressure, speed and the shape of seam intersections. Fabric data alone cannot confirm that the finished jacket is waterproof.
Urban and travel: a clean softshell can provide comfort and light protection.
Active hiking in stable weather: prioritize breathability, stretch and venting.
Frequent rain: use a waterproof shell with sealed seams and protected openings.
Ski and snow: decide whether the jacket is an active shell, insulated shell or resort product.
Workwear: add abrasion, snag and repeated-wash requirements to the brief.
Provide the target climate, activity, fit, layer allowance, garment weight, fabric composition, stretch direction, waterproof target, breathability method, DWR requirement, seam-sealing plan and intended retail claim. A reference sample helps, but it should not replace measurable requirements.
Approve hand feel, stretch and recovery from the correct bulk fabric.
Run a movement fitting over the intended base or mid layer.
Check hood, cuff, hem and pocket protection.

Some membrane softshells can achieve useful waterproof results, but the garment claim still depends on seams, zippers and construction. Many softshells are better described as water resistant.
